2020년도 K리그의 새로운 점, 달라지는 점은?

2020년 새해가 밝았다. 새로운 시즌을 준비하는 K리그의 제도와 정책에도 다양한 변화들이 예정되어 있다. 2020시즌부터 K리그에 적용되는 새로운 제도들을 짚어본다.

■ 동남아시아(ASEAN) 쿼터 신설

2020시즌부터 동남아시아(ASEAN) 쿼터가 신설된다. 이에 따라 각 구단은 최대 5명의 외국인 선수(국적 불문 3명 + AFC가맹국 1명 + ASEAN* 가맹국 1명)를 보유 및 출전 할 수 있게 됐다.

* 동남아시아 쿼터 : ASEAN 가맹국 국적이면서 AFC 회원국 국적을 보유한 선수.

* ASEAN : 동남아시아국가연합. 1967년 창설된 동남아시아지역 국제기구로, 가맹국은 현재 태국, 말레이시아, 인도네시아, 미얀마, 베트남, 필리핀, 싱가포르, 라오스, 캄보디아, 브루나이 등 10개국.

■ 아산 구단의 시민구단 전환 및 K리그2 참가

지난 시즌 경찰 의무복무선수와 일반 선수를 함께 선발하여 리그에 참가했던 아산은 2020시즌부터 완전한 시민구단의 형태로 K리그2에 참가한다. 시민구단 전환에 따른 선수지원 대책도 실시된다. 나머지 21개 구단이 보호선수로 지정한 선수 외의 선수들을 무상임대 또는 이적료 감면의 형태로 각 팀당 1명, 총 5명 한도로 영입할 수 있다. 보호선수는 K리그1 구단은 20명, K리그2 구단은 16명까지 지정할 수 있다. 또한 아산 구단이 K리그2 구단과의 계약이 종료된 선수를 영입할 경우 각 팀당 1명, 총 5명 한도로 보상금 없이 영입할 수 있다.

■ 경고누적에 따른 출장정지 기준 변경

기존에는 3회 경고누적마다 1경기 출장정지가 부과되었으나, 올 시즌부터는 처음 5회 경고누적 시 1경기 출장정지, 그 다음 3회 경고누적시 1경기 출장정지, 그 다음부터는 2회 경고누적마다 1경기 출장정지가 부과되는 것으로 변경된다. 단, 10회 이상의 경고가 누적될 경우에는 출장정지와 함께 추가적인 제재가 부과될 수 있다.

■ 상주상무에도 ‘U22선수 의무출전 규정’ 적용

올해부터 군팀인 상주상무도 출전선수명단에 22세 이하 선수를 최소 2명(선발 1명, 후보 1명)이상 포함해야 한다.

■ FA 외국인선수 이적료 폐지

해외클럽에 이적료를 지급하고 영입한 외국인선수가 계약기간 만료 후 K리그 다른 구단에 입단할 경우 이적료가 발생하도록 한 규정이 폐지된다. 단, 2020년 현재 계약기간이 유효하게 남아있는 외국인선수 계약까지는 기존 규정이 적용되며, 2020년부터 계약을 신규로 체결하거나 2020년 이후 현재 소속 구단과 계약을 연장, 변경 등 갱신하는 경우에는 계약 종료 시 이적료가 발생하지 않는다.

■ '하이브리드 잔디' 허용

2020년부터는 천연잔디와 인조잔디가 혼합된 '하이브리드 잔디'도 사용가능하다. 단, 인조잔디 함유 비율은 5% 미만이어야 하고, 충격흡수성과 수직방향변형, 잔디길이, 회전저항, 수직공반발, 공구름 등 여러 항목의 기준치를 충족해야 한다.

■ 그밖에 달라지는 점

▲ K리그 선수가 받을 수 있는 최저기본급이 2,000만원에서 2,400만원으로 인상되고, 자유선발 신인선수의 유형 중 기본급 2,000만원으로 정해져있던 자유선발 'B등급'은 폐지된다.

▲ 출장정지 제재 중이거나 경기 중 퇴장조치된 지도자는 그라운드 밖에서 전자장비를 이용하여 벤치에 지시를 내리는 행위도 불가하다.

▲ 홈 클럽은 경기장 전체 좌석수 중 최소 5% 이상을 원정 클럽 응원 관중을 위해 배분해야 한다.

▲ 선수단 벤치에 지붕을 필수로 갖추도록 한 규정을 삭제하여 지붕으로 인한 관중석 사석 발생 등 문제점을 개선한다.

▲ 그 동안 각 구단이 자율적으로 참가했던 K리그 주니어 저학년리그(U14, U17)가 올해부터는 전기리그 전 구단 참가를 의무화한다. 후기리그는 자율참가다.

▲제1유니폼의 색상은 유색, 제2유니폼의 색상은 흰색으로 정하되, 제3유니폼을 흰색으로 할 경우에는 제2유니폼을 제1유니폼과 명확히 구분되는 다른 유색으로 정할 수 있다.

▲신생구단 창단 시 가입신청 기한이 기존 전년도 9월 30일에서 전년도 6월 30일로 앞당겨진다.

유상철 감독, 치료 전념 위해 자진 사임… 인천 명예 감독으로 예우

투병 중인 유상철 감독(48)이 인천 유나이티드의 지휘봉을 내려놓는다. 인천은 유상철 감독을 명예 감독으로 선임하는 한편 치료를 위한 모든 예우와 지원을 다하기로 결정했다.

[골닷컴] 서호정 기자 = 인천 구단은 2일 보도자료를 통해 “췌장암 투병 중인 유상철 감독이 지난달 28일 구단 측에 사의를 표했다. 인천 구단은 고심 끝에 유 감독과의 선택을 존중하고, 유 감독과의 동행을 마무리하기로 결정했다”고 밝혔다.

유상철 감독은 28일 전달수 대표이사와 개인 면담을 갖고 의사를 전달했고, 구단은 닷새 동안 유상철 감독을 위한 예우와 지원 대책을 마련해 2일 공식 발표했다.

유상철 감독은 지난해 5월 인천의 제 9대 사령탑으로 부임했다. 당면 과제로 불렸던 K리그 1 잔류를 위해 소방수로 투입된 유 감독은 특유의 온화한 리더십과 부단한 노력으로 인천 선수단에 힘을 불어넣었다.

지난해 10월 췌장암 4기라는 청천벽력과도 같은 소식을 접했음에도 유상철 감독은 현장을 지켰다. 유 감독의 투혼에 인천은 하나로 똘똘 뭉쳤고, 최종 순위 10위(7승 13무 18패, 승점 34)로 1부 잔류에 성공했다.

당초 인천 구단은 2020시즌도 유 감독과 함께하기로 방침을 세웠다. 그러나 유 감독이 최근 구단 측에 사의를 표했다. 유 감독은 혹여나 자신의 투병 생활로 팀에 피해를 주는 걸 원치 않는다는 뜻을 전했다.

전달수 대표이사와 이천수 전력강화실장 등 구단 수뇌부는 고심 끝에 유상철 감독의 뜻을 따르기로 했다. 그러면서 인천 구단은 유 감독에게 2020년 잔여 연봉 모두를 지급하기로 하는 한편 유상철 감독을 명예 감독으로 선임하기로 했다. 한국 축구의 레전드이자 팀을 위해 어려운 결정을 내린 유 감독에게 예우를 다하기 위함이다. 그밖에 인천 구단은 유상철 감독의 치료를 물심양면으로 계속 살필 예정이다.

유상철 감독은 “짧은 시간이었지만 인천에서 정말 행복한 기억을 많이 얻었다. 마지막 남은 약속을 지켜달라는 팬 여러분의 외침에 보답할 수 있도록 반드시 완쾌하여 건강한 모습으로 인사드리겠다”고 말했다.

한편 유 감독이 떠나면서 인천은 임중용 수석코치 체제로 오는 7일부터 태국 방콕에서 전지훈련 일정을 소화한다. 이후 새로운 사령탑을 선임하기 위해 다양한 각도로 검토를 거친 뒤 감독 선임에 나설 예정이다.

Matthäus zählt BVB an: "Soweit sollte es nicht kommen"

Lothar Matthäus äußerte sich zum BVB und dem FC Bayern

Lothar Matthäus hat sich kritisch zur Situation bei Borussia Dortmund geäußert. Seiner Ansicht nach fehlen dem BVB Führungsspieler. Beim FC Bayern sieht er einige große Transfers kommen, unter anderem den von Leroy Sané.

In einem Interview mit der "Frankfurter Rundschau" erneuerte der ehemalige Weltfußballer seine These, dass der BVB nicht um Titel mitspielen könne, da ihm Führungsspieler fehlen: "Man hat es in der Champions League gesehen, mit wie viel Glück sie weitergekommen sind."

Das sei kein gutes Zeichen für den Tabellenvierten der Bundesliga: "Soweit sollte es nicht kommen, dass man eine Über-Weltklasse-Leistung von einem Torwart benötigt, um zu Hause gegen Slavia Prag zu gewinnen."

Auch "gegen Leipzig und Hoffenheim" habe man dieses Muster erkennen können. "Solche Punkte darf man nicht verschenken, wenn man Großes erreichen will", kritisierte der TV-Experte.

Was dem BVB fehle, sei "eine führende Hand auf dem Platz, ein Gesicht. Marco Reus und Mats Hummels sind leise Leader, die haben häufig mit sich selbst zu kämpfen." Auch der erfahrene Mittelfeldspieler Axel Witsel sei von seinem Auftreten kein echter Leader.

Das denkt Matthäus über Coutinho, Havertz und Sané

Ganz anders sei da der Erzrivale FC Bayern aufgestellt, beispielhaft dafür stehe dessen Kapitän Manuel Neuer, der laut Matthäus "ein ganz anderer Typ" sei. Auch Thomas Müller, der "das Bayern-Gen hat", stehe für Mentalität, Führungsstärke und Identifikation.

Nicht ganz klar ist, wie es mit Philippe Coutinho weitergeht. Der Brasilianer ist bis Saisonende ausgeliehen, die Münchener besitzen eine Kaufoption. Über ihn sagte Matthäus: "Wenn Coutinho aber weiterhin so spielt, auch in den großen Spielen, dann muss man sich das überlegen."

Dann wiederum sei die Frage, was aus einem gehandelten Transfer von Kai Havertz werden würde. Für den 58-Jährigen ist klar: "Wenn ich Havertz kaufe, brauche ich keinen Coutinho. Von denen kommt keiner gerne über außen – und ich bin kein Freund der Verpflanzerei von Spielern."

Die seit Monaten im Raum stehende Verpflichtung von Leroy Sané ergäbe aus seiner Sicht ebenfalls Sinn, unter Umständen sogar schon im Winter: "Wenn man ihn sowieso kaufen will und der Preis nicht fällt, kann man ihn schon jetzt verpflichten."

Keine langfristige Zukunft beim FC Bayern hat hingegen wohl Jérôme Boateng. Die Leistungen des Weltmeisters von 2014 seien unbestritten, jedoch habe er "jetzt ein gewisses Alter und ist vielleicht auch nicht mehr so fokussiert wie noch vor fünf, sechs Jahren", so Matthäus.

Seiner Ansicht nach könne Boateng sogar von sich aus gehen, "wenn er gehen will". Die Schwierigkeit liege aber darin, einen neuen Arbeitgeber zu finden "und das wird bei seinen Gehaltsvorstellungen schwierig".

Aubameyang is going nowhere, says Arteta

Arsenal star striker Pierre-Emerick Aubameyang will be staying with the club despite speculation he wanted a move said Gunners manager Mikel Arteta on Thursday.

The 30-year-old France-born Gabonese international, reports suggest, is reluctant to commit himself any longer than the 18 months remaining on his contract due to Arsenal struggling to qualify for the Champions League.

Arsenal are nine points adrift of fourth-placed Chelsea after Wednesday's matches.

Aubameyang -- who captained Arsenal in their impressive 2-0 win over Manchester United on Wednesday -- told French station RMC he is "100 per cent here" without adding if he would extend his stay.

Arteta, though, was adamant at his press conference on Thursday that the former Borussia Dortmund striker was integral to his plans.

"I don't even think about the possibility with Auba (leaving)," said Arteta.

"I want him here."

Arteta, whose first few games in charge has seen an improvement in Arsenal than the disjointed team under his compatriot and predecessor Unai Emery, reiterated how much he wanted fiery Swiss midfielder Granit Xhaka to stay despite his falling out with the fans.

Xhaka -- who was stripped of the captaincy by Emery after his angry reaction when fans booed him -- has been linked with a loan move to Bundesliga outfit Hertha Berlin.

However, Arteta revealed he had also asked the Arsenal players to try and change Xhaka's mind.

"I wanted his team-mates to get his back and help him to change his mind because we need him," said Arteta.

"I believe that if we were able to do that the fans would respond in a positive way.

"I've seen him act every day, how he trains, how he lives his profession and the quality of the player. He could be a really important player for the club."

One player he will definitely have to find a replacement for in the January transfer window is defender Calum Chambers.

The 24-year-old will be out for between six to nine months the club said on Thursday after undergoing surgery on a cruciate ligament injury he suffered in the league defeat by Chelsea last weekend.

"That we will try to be in the market to see options that can strengthen the team, that's for sure and our obligation," said Arteta.

"My obligation is to give my opinion on the things we can improve.

"Obviously we have a bad injury with Calum a few days ago that will change our plans at the back.

"I'm more concerned about getting players back from injury and try to improve the players I have here."

Arteta's next challenge is an intriguing FA Cup third round home tie with Championship leaders Leeds United on Monday.

The 37-year-old former Manchester City assistant coach is full of respect for Leeds's manager Marcelo Bielsa and expects them to be in the Premier League next season.

"How he (Bielsa) makes them fight and run and challenge and compete and never give up in any game under any circumstances," said Arteta.

"The way they play, the manner they behave. I followed their coach for a long time and I know how tough it will be."

Barca and Real continue title tussle ahead of Super Cup

Barcelona and Real Madrid recommence their war of attrition on Saturday as Spanish league action returns briefly before the pair controversially head off to Saudi Arabia for next weekend's Super Cup.

League leaders and defending champions Barcelona have an easy trip to cross town rivals Espanyol, who are floundering at the bottom of the table.

However Espanyol hired former Barca player Abelardo Fernandez in the hope of turning their fortunes around after losing to second-bottom Leganes just before the Christmas break.

Ernesto Valverde's Barca are unbeaten in all competitions since the start of November and sit two points ahead of Real Madrid despite some below-par performances.

Madrid meanwhile return to action off the back of three straight draws before the break, including a goalless stalemate in the politically charged 'Clasico' in December.

They have a trickier task than Barca too, with another derby against a Getafe side showing that their fifth-placed finish last year was no fluke.

Coach Zinedine will be without the injured Eden Hazard for the clash, captain Sergio Ramos is suspended, although James Rodríguez, Brazilian Marcelo and Lucas Vázquez are all available.

Both Barca and Real may switch up their line-ups given their controversial voyage to Saudi Arabia to contest the Super Cup, alongside Atletico Madrid and Valencia, from January 8.

The decision in November hold a four-team tournament in Saudi Arabia in the European winter for the next three years has caused a storm in Spain.

Spain's public broadcaster RTVE refused to bid for the rights to the match due to it being held in a country where "human rights are not respected".

Barca will face Atletico and Valencia will play Real before the final on January 12, a radical revamp to what has traditionally been a the season's curtain raiser between the league champions and Copa del Rey winners.

The tournament's scheduling means that La Liga will take another break while the Super Cup is being played, with league action restarting on January 17.

Atletico will go to the tournament looking over their shoulder in the league.

Diego Simeone's side were wildly inconsistent before the winter break, and have found goals hard to come by despite spending 126 million euros ($142 million) on Joao Felix in the summer.

Fourth-placed Atleti have score just 20 times in 18 matches and have Getafe, Real Sociedad, Valencia and Athletic Bilbao all snapping at their heels for the final spot in the Champions League.

Titular indiscutible para Lopetegui, se ha ganado el respeto y admiracióin de la aficxión sevillista. Es la pieza clave en defensa. El brasileño ha estado relacionado en los últimos días con el Liverpool, que busca un central.

El último candidato es Ángel, delantero del Getafe. En el mes de diciembre ha firmado tres goles en cuatro partidos de Liga con el Getafe.
